GAAIA's independent verification mandate runs into a practical question the bill doesn't answer: who pays for the evaluations? The organizations best positioned to do frontier model testing — METR, Apollo, SaferAI — are overwhelmingly funded by the labs they'd be evaluating, or by philanthropy with deep ties to those labs. If 'independent' just means 'not the company's own team,' this codifies the existing dependency rather than fixing it.
