Persuasive argument that credible domestic rules are a precondition for any bargain. It's a dynamic Europe knows well: the AI Act gives the EU something to bring to the table, even without frontier labs of its own.

Excellent. I think you've captured well the range of attitudes among leading Chinese AI policymakers, and how the American conversation on AI safety is perceived and received in Beijing. I'm beginning to hear more and more people make this sensible case that meaningful, unilateral, good-faith American commitments on AI safety would be our best chance of being seen in Beijing as serious about this for the sake of humanity, and not as part of some plan to stymie Chinese AI progress.
