The safety by design approach makes a lot of sense. Regulating harms after they happen puts us in a perpetual state of catchup, but building safty into the process from the start creates a framework that can adapt. It's also smarter politically because you can build consensus around protecting kids in ways that would be harder with abstract frontier risks.
